County Councillor's Report - December 2016

Station Road Junction

Several fresh concerns have been raised about the safety of pedestrians at the Bridge Street/Causeway Street/Station Road junction, particularly while schoolchildren are traveling along the route to school. A site visit has been arranged on 13 December to consider the issue, meeting at 8:30 at the Station Road Car Park.

Speeding Concerns along New Street and Water Street

A request has been made to GoSafe to release the data collected from the traffic counters that were located on New Street and Water Street. This information will be forthcoming after it is considered by the multi-agency [GoSafe, Roads Policing, Council's Road Safety Unit] speed management group meeting to be held on 7 December.

Ysgol y Castell and Priory Street

Proposals for new parking/loading restrictions outside the school and opposite the entrance to Clos yr Afon will, subject to consultation, be brought forward in a county-wide traffic order next year. Meanwhile, the county council will continue to monitor the situation outside the school and arrange regular enforcement patrols.

Pavements along Carmarthen Road and Meinciau Road

The county council is currently undertaking a re-prioritisation exercise in relation to requests for new pavements along sections of the public highway throughout the county. The prioritisation of such requests consists of a 2 stage process: the first stage considering numbers of accidents in last 5 years, the nature of the accidents, number of accidents involving pedestrians and cyclists, and traffic volumes; schemes which achieve the required score then proceed to the second stage which considers practical factors such as deliverability, cost, match funding, likely impact of measures - these combine to provide a ranking of all requests held so limited resources can be targeted most effectively. There are currently no other obvious sources of funding to construct the pavements.

Parc Stephens

An area across the railway line from Parc Stephens has been cleared by the county council to help improve surface water drainage from the park.


Asset Transfer

The town clerk has been sent most the draft leases for the parks and playgrounds in Kidwelly and Mynyddygarreg. The county council is currently waiting for the town council to instruct a solicitor so the transfers can proceed.
